Middle managers at the Southwark Council in England undergo a competency-based training and development program that provides them with the necessary skills for higher management positions in local government. The development program enhances these managers chances for career advancement in the human resources profession in a local government setting. Serving as the core activity of the development program are local authority courses. These courses were developed jointly by the Southwark Council and the University of the South Bank using MCI standards as guidelines. The courses are offered in assessed and non-assessed forms. Certain assessed courses are designed specifically for female and black managers.

Compass Teamwork Development and Assertiveness Training for Business and Industry provides a leadership skills course that combines outdoor activities with classroom-based training. The course aims to impart the core elements of leadership and is intended to develop skills in assertiveness, problem solving, and counselling and coaching. The course has a time-frame of five months, with two training periods separated by project planning work. The course, originally developed by a unit of British Steel, is set at Brecon Beacons in Wales and is rated highly by managers who have participated.

A new route to IPM qualification

A flexible learning package is now being offered by 11 institutions to people aspiring for Institute of Personnel Management (IPM) qualifications. The IPM's professional management foundation program is available at centers such as the Polytechnic of West London, the Civil Service College, and the Manchester Open Learning. The learning package covers the areas of personnel management, systems management, and management in context. The program is equipped with a learner support system so that distance learners will not feel isolated.
