How strategic is HRM?
Article Abstract:
The strategic role of human resource management (HRM) in organizations was examined. Data used for the study were culled from 115 randomly selected strategic business units from 89 manufacturing firms belonging to the Fortune 500 group. Results showed that most had implemented integrated HRM and strategic planning systems. Their strategic plans clearly identified HRM issues, costs and resources as matters that need to be addressed by the organization. Moreover, HRM executives, considered as strategic partners, were allowed to participate in high-level meetings about the planning process. It was also revealed that HRM was generally seen as an important facilitator of business strategies. These findings indicate that strategic HRM has become a reality in most organizations. Implications are discussed.

Affirmative action: federal support, Supreme Court decisions, and human resource management
Article Abstract:
The historical background of affirmative action and affirmative-action-related Supreme Court cases have implications for human resource management. Federal support for affirmative action began with the Emancipation Proclamation in 1863. The government has had three levels of involvement in equal employment opportunity: no direct involvement from 1940 to 1963, active involvement from 1863 to 1877 and 1964 to 1979, and marginal involvement from 1878 to 1900 and 1980 to 1989. Supreme Court decisions indicate that the Court is taking a more limited view of affirmative action that it did during the 1970s. The implication for human resource management is that businesses may hesitate to give equal opportunities to women and minorities.
