Personnel management in Germany: at work in the powerhouse of Europe
Article Abstract:
Human resources management in Germany is guided by a co-determination system composed of the works council (Betriebsrat), a two-level board structure of public companies, and employee representatives. Co-determination rights, trade unionism protection, and the right to information regarding company performance are all legally granted to works councils. Employers are required to gain approval from the works council for any changes concerning issues such as industrial operations planning, the appointment and termination of employees, and even in price changes in company canteens. Personnel managers in Germany have greater involvement in decision-making policies than their counterparts in the UK. German personnel managers also place emphasis on recruitment from within the company ranks and place great emphasis on training as enforced through greater use of the apprenticeship system.

Roger Farrance: president-elect, Institute of Personnel Management
Article Abstract:
Electricity Association's CEO Roger Farrance brings with him a wealth of management experience as he assumes the presidency of the Institute of Personnel Management (IPM) at the end of Oct 1991. High on Farrance's list of priorities as president of IPM are raising the institute's profile, strengthening the professionalism of its members, and increasing member involvement. Farrance would also like to see IPM being awarded with a Royal Charter and its membership going beyond the 50,000 mark.
