The outsourcing revolution at the MoD

The British Ministry of Defense has a code of practice for outsourcing implementing the Transfer of Undertakings (Protection of Employment) Regulations 1981. "clean-break" policy in effect before let the ministry take no responsibility for its personnel after they had moved to the private sector, but the new code requires bidders for defense contracts to provide detailed information about their intentions for transferring employees, as well as their employment and industrial relations records.

Tackling the UK's "long-hours culture."(United Kingdom)
Article Abstract:
Britain's Institute for Employment Studies finds in a study on work hours that the long-hours culture is endemic to British working life and can have a destructive impact on organizational efficiency, as well as being a major strain on employees' family and social lives. The Spr 1997 Labor Force Survey suggested that 27% of full-time employees worked more than 46% weekly, a greater proportion than in any other EU country. The increase in workloads and work pressure are a prime cause of this.

The British government plans to replace compulsory competitive tendering by placing a duty on local authorities to achieve the best value, and will pilot this new policy in selected councils from Apr 1988 for two years. Best value will apply to all council services. The unions are, in general, supportive of the new policy, although they want to ensure that the emphasis on user and community involvement is extended to include employees.
