Bypassing the Security Council: ambiguous authorizations to use force, cease-fires and the Iraqi inspection regime
Article Abstract:
The US in the Iraqi arms inspection crisis of 1998 claimed UN Security Council resolutions authorized it to use military force against Iraq although most Security Council members denied this. US willingness to use armed force unilaterally without explicit Security Council authorization threatens to undermine basic values in the UN Charter. These values include the preference for peaceful means of resolving disputes and for the use of force only under international control.
