On our failure to face the link between drug use and AIDS
Article Abstract:
Society has failed to advocate programs which would reduce the number of drug users becoming infected with HIV, partly because of addictophobia and because of the professionals' focus on complete drug abstinence. The number of drug users becoming infected with bacterial and viral infections could be reduced if methadone-maintenance treatment programs become more widely available and if drug injectors were given orally administered methadone. Around 33% of reported AIDS cases in the US to Dec 1995 were related to the use of drugs via injection. Connecticut has pioneered legislation to lower HIV infection rates among drug injectors.

The ethics of needle-exchange programs
Article Abstract:
Peter Piot, head of the United Nations AIDS program, emphasized the urgency of dealing with HIV which causes AIDS. Many AIDS experts recognize the fact that government funding for needle-exchange programs must be included in the urgency of efforts for the prevention of HIV transmission. However, the Clinton administration seems to be complacent about the problem. It refused to lift the ban on federal funding for clean needles on Apr 20, 1998.

HIV education and prevention in California: problems and progress
Article Abstract:
The HIV Education and Prevention (E&P) program promotes primary prevention for HIV high-risk populations, educates the public, and trains healthcare workers. A survey was conducted concerning the clients served by the program, the interventions performed, and the planning done. Specific needs for improving the process of HIV E&P activities in California were identified through this study.
