So what is a lawyer, anyway? The fight over non-lawyers and legal services comes to a head
Article Abstract:
Lay practitioners who deliver certain legal services at a lower cost than attorneys are increasing in number, and although some lawyers want to restrain this competition, the organized bar is considering reforming unauthorized practice of law rules and regulating non-lawyer practice. California is the state which has made the most progress towards laws on non-lawyer services, with a bill in the Assembly requiring lay practitioners to register with the Department of Consumer Affairs. Nationwide hearings on the subject have been initiated by the ABA Commission on Nonlawyer Practice.

Chicago Corporation Counsel Kelly R. Welsh is head of Chicago's 250-lawyer law department and was placed in charge of investigating the 1992 flood by the mayor. He blames Great Lakes Dredge and Dock Co, an Illinois contractor that in Sept 1991 drove new pilings into the Chicago River bed about 20 feet above the underground tunnel where the flood started. At least six class actions have been filed in Cook County Circuit Court against Chicago and Great Lakes.
