Strange tale of the judge and the Hoover files
Article Abstract:
Judge Laurence H. Silberman found when Summers v. Department of Justice, an appeal of a dismissal of an 11-year-old Freedom of Information Act suit, came before him that he had read some of the evidence before, namely former FBI Director J. Edgar Hoover's files, studied in 1975 when Silberman was preparing to testify before House Judiciary Committee hearings. Silberman concurred in the remanding of the 1998 case, brought by Anthony Summers, author of a 1998 book 'Official and Confidential: The Secret Life of J. Edgar Hoover.'

Judges' sentencing decisions bolstered
Article Abstract:
The US Supreme Court's June 13, 1996 decision requiring federal appellate courts to give trial courts substantial deference in reviewing sentences constitutes a victory for federal district judges. The case, Koon v US, concerned two former Los Angeles Police Department officers convicted of violating Rodney King's civil rights by using excessive force to subdue him. The trial judge reduced their sentence from a guideline-mandated 6 years to 30 months, but the 9th Circuit rejected his reasons for leniency.
