Channel 4 aimed to reduce the number of repeats after they rose to 40% in 1994, although its extended late night programming relied heavily on repeats. C4 believes it cannot improve on the figures if it has to keep making payments to ITV companies under current funding formula. However the Independent Television Commission believes that more first run programmes could have been provided under the current formula.

The BBC (British Broadcasting Corporation) is set to embark on a cost cutting initiative in order to free additional capital for programming. The exercise is to be managed by Rod Lynch, head of the Resources Directorate, who plans to make efficiency savings of 27 million pounds sterling during the current financial year. Savings are expected to be made from outsourcing security, catering and other services.
