Williams and 'quality': a response to John Corner
Article Abstract:
John Corner's critique of Raymond Williams's text 'Culture is Ordinary,' in his argument concerning the relationship between 'quality and inequality,' has one major fault that it associates the theory of 'literary culturalism' with Williams, who had already rejected such a theory. Corner's article comments on the theories of Williams and Pierre Bourdieu without fully analyzing Williams's work. Corner's article is an analysis of the 'quality debate' in British telecommunications policy and the conceptual relationship between the 'problem of populism' and 'cultural value.'

Telecommunications networks are not VCRs: the public nature of new information technologies for universal service
Article Abstract:
Networked telecommunications technologies constituting a universal service both should and must be publicly regulated by their nature and to produce the desired good. Such networks do not operate similar to commodities, so diffusion of innovation theory does not imply adequate access to universal service. A networked interactive technology becomes integral to society and is public virtually by definition as well as by mode of operation, for example, over public airwaves or via publicly granted right-of-way.
