Change in the air: What's waiting in the Navy's wings?
Article Abstract:
The competition for procurement resources in US aviation today is between the two communities of strike and anti-submarine warfare (ASW) as naval officers continue to believe that results take precedence over appearance. However, size does matter and with the rapid changes taking place throughout the US Navy in command and control without corresponding change in the Navy's airplanes and helicopters, the naval aviation community is at a crossroads.

Dis-integration: Is private management of big defense programs out of control?
Article Abstract:
The US Army, the National Missile Defense program and the Coast Guard have all turned the management of major defense programs over to big defense companies called 'lead systems integrators' in 2006 as the military foresees a future where its enemies are watched by a network of sensors. Under LSIs, the Army's Future Combat Systems (FCS) program has increased in price by 60 percent and fallen years behind schedule, despite $100 billion spent.

Tighter budgets await next secretaries
Article Abstract:
Michael Wynne and Donald Winter were nominated to be Air Force and Navy secretaries. The two will be expected to corral spiraling weapon costs, reform out-of-control acquisition systems, crack down on sexual assaults at the service academies, speed delivery of weapons to troops and develop credible, long-term plans of buying ships and aircraft, all to be done with budgets that were unlikely to increase much.
