India's Kashmir offensive may accelerate army modernisation plans
Article Abstract:
The ongoing Indian offensive against Muslim rebels in Kashmir has exposed the need to upgrade the equipment inventory of the Indian Army. With air operations largely ineffectual in the mountainous region, the offensive has to be carried out using field artillery. The Indian military, however, has only recently issued a request for proposals to modernize its ageing artillery through the acquisition of as many as 400 new 155mm/52cal towed gun/howitzers.

India's new defence procurement procedures and offsets policy
Article Abstract:
Defence procurement in India is undergoing major transformation and to streamline this effort the Indian Government has issued the 'Defence Procurement Procedures (DPP) 2005', which is a comprehensive list of guidelines. The main tenets of India's defence offsets policy as contained in DPP 2005 with scope, terms, schedule for liquidation, penalties and current Indian procurement projects and their offset component are listed.
