Article Abstract:
The technical and operational issues involved and the way the proposals could help resolve nuclear proliferation concerns were examined during discussions between Russia and Iran on a bilateral proposal for operating multinational Uranium enrichment facilities. It is hoped that these issues would make Tehran's willingness to compromise on a multinational venture, a significant indicator of its real intentions.
