Article Abstract:
Maj Gen Roar Jens Haugen, Chief-of-Staff of the Norwegian Army, believes that peace support operations (PSOs) would be the main function of western armies due to the absence of external threats in these countries. Haugen thinks the brigade structure of the Norwegian Army is the most suitable structure for multinational PSOs because of its use of the national conscription system. He points out, however, that is more expensive to maintain a standing brigade than a brigade formed when the need arises.

Article Abstract:
Brig Gen Magnus Stainar Huse, commander of the Materiel Command of the Norwegian Army, said increasing costs and development times in defense procurement can be prevented by avoiding escalating user requirements. Huse added that solutions should be evaluated based on actual user requirements instead of pursuing the best possible option. He pointed out that off-the-shelf solutions reduce investment and life-cycle costs as well as risks during development and operation.
