Zoran Zivkovic is making extensive reforms to Serbia and MontenegroEs military and intelligence organization to gain membership in NATO and the EU. Measures to achieve this have coincided with a wave of reforms initiated after the assassination of prime minister Zoran Djindjic and add up to a potentially radical change in Serbia and MontenegroEs military, intelligence and military-industrial structures.
