The backdating stock option scandal could fuel reform efforts in Congress and enforcement of new laws aimed at curbing executive compensation and empowering shareholders for compensation decisions. Congress is considering legislation to raise the minimum wage while the Senate proposes to cap tax-deferred income in executive compensation plans, which is expected to raise an estimated revenue of $806 million over ten years.
