Long-distance telephone service users could be eligible for refunds under new rules aimed at punishing providers who switch services without prior notice, a practice that is also known as 'slamming.' The rules, which are expected to be approved by the FCC on Apr 13, 2000, will permit victims of slamming to refuse to pay their telephone bills for the initial 30 days. Those who have already paid will be entitled to rebates.

AOL could hook up phone service

The move, which is expected to be the next trend among major portals, is estimated to take at least two years for the company. Offering plain telephone service is seen as a natural development for AOL, the biggest Internet service provider with 23 million subscribers. FCC recommendation could make international phone calls cheaper

The Federal Communications Commission's (FCC's) recommendation to remove regulations on the dealings between US and foreign carriers is anticipated to lower fees for international calls. The FCC guarantees that each foreign carrier charges all US long-distance firms the same price to complete calls in the country. This was designed to forestall a monopoly foreign carrier from pitting one US carrier against another. This new rule is set to apply only to countries with telephone competition, such as France, England, UK, Japan, Australia and some Latin American nations.
