Facing Criticism, F.C.C. Is Thinking Local

Federal Communications Commission Chairman Michael K. Powell will create a task force to look at the quantity of time and quality of programming devoted by radio and TV stations to local issues. The F.C.C. will also expedite approval of applications from small local groups to run low-power FM stations. The F.C.C. has received hundreds of thousands of letters of complaint and concern over its recent ruling that would relax ownership rules for radio and TV stations. Critics see the moves as too little, too late, and find it ironic that after moving to damage localism, the agency at this late date wants to examine how its moves might impact localism in media.
