Educationists say that students' decision to drop out of school is not made instantly, but begins early from the fifth grade. Warning signs such as frequently missing school, skipping class, being detained in the same grade or transferring among schools are apparent over a period of at least one-to-three years, which necessitate an active response from schools.

Many immigrants and poor people worked on the assembly line in the industrial age of the early 20th century, which did not require high academic proficiency. So educationists intentionally created a two-track system, namely, an academic track and a general or vocational track, where the latter was intended more for the poor.
