Relations between the United States and China as of Mar 1998 are showing signs of improvement as China agrees to participate in a U.N. human-rights covenant and US President Bill Clinton agrees not to back a resolution criticizing China's policy on human rights. China has also agreed to release dissident Wang Dan. However, easing of tensions between the two countries may change as Congress investigates Beijing's financial involvement in the 1996 presidential election campaign.

The next China battle: nuclear-theft charges threaten computer exports

FBI agents and staffers of Republican Christopher Cox interrogated executives of companies doing business with China. Cox heads a committee in the House of Representatives looking into the export of sensitive technology to China. The US is trying to regulate the export of Intel's Pentium III chips, which enable personal computers to perform like supercomputers, to nuclear powers like Russia and China.
