Frank Lowy the patriarch of the Westfield empire outlining his plans for the future talks about the necessity of merging the three arms of his empire to optimize expansion plans. Many business analysts however are convinced that merger is happening because of a complicated operating agreement between Westfield Holdings and Westfield Trust which expires in 2010 after which Lowy's business empire would be at the mercy of Westfield Trust in which the Lowy family has no stake.
