Inco critic named Minister of Mines in Nfld

Paul Dicks, who has been critical of the management of Toronto, Ont.-based Inco Ltd., has been appointed as Newfoundland's Minister of Mines and Energy. Mr. Dicks, who has taken a tough stance on negotiations over Inco's $4.3 billion Voisey's Bay nickel operations, is concerned over Inco's proposed hydrometallurgical process.

The new premier of Canada's Newfoundland Province Robert Grimes has announced plans to begin talks with Inco Ltd., about developing a $740 million nickel mining and processing plant on Voisey Bay in Labrador and a hydrometallurgical plant estimated at $820 million in Newfoundland.

Inco's talks with Nfld. stall
Article Abstract:
Inco Ltd., based in Toronto, Ontario, has reached an impediment in its negotiations with Newfoundland to develop $1.4-billion nickel mining facilities in Newfoundland and Labrador. The Newfoundland government insists that the company build a $1-billion smelter and refinery at Argentia before it mines a large ore deposit at Voisey's Bay in Labrador. The company, however, is saying that the economics of the project have changed dramatically that a low-cost production may not be realized. Inco also stated that the government's demands would not justify investments by shareholders.
