OVERSIGHT GROUP WARNED UTILITIES ON POWER FLOWS
Article Abstract:
The North American Electric Reliability Council issued a report in May 2003?warning of the possibility of a catastrophic power failure in the Midwest. The NAERC, an association of electric utilities, had no authority to make the industry shore up transmission grids, and the report was limited to the crossroad section of the grid centered in Ohio. Investigation into causes of the Aug. 14, 2003 blackout in the Northeast, Midwest and Canada will attempt to find out if FirstEnergy Corp., whose lines failed and led to the cascading collapse, heeded any of the report's warnings.

Few Indications Efforts to Cut Blackout Risks Are Under Way
Article Abstract:
Congress was supposed to pass legislation to regulate prevention of electrical utility interruptions after the Aug. 2003 Northeast power failure, but the Senate failed to agree on various provisions attached to the bill. Electric companies and the North American Electric Reliability Council claim they do not have the expertise or the resources to reorganize the grid system to prevent another major power failure. The legislation would have allowed the Federal Energy Regulatory Commission to grant the Council the authority to enforce grid system maintenance regulations.

Midwest Utilities Were Warned About Pushing Limits of System
Article Abstract:
The Aug. 14, 2003 power failure in the Northeast, Midwest and eastern Canada came as no surprise to those who have been concerned for years about deteriorating transmission lines. Both Congress and electric utilities have refused to address increasing demands for electric power across the United States that could result in a debilitating power failure.?Of greater concern is the inability of utilities to recognize a transmission grid flaw and prevent a cascading collapse of electric service.
