Rural areas labor to save jobs: But training and tax breaks can go only so far

Eveleth in Minnesota and other rural areas around the US have lost hundreds of manufacturing, mining and related businesses in the past several years, erasing many of their 1990s gains but politicians and business leaders are responding with subsidy proposals and aggressive marketing to lure businesses. But development experts warn that such strategies are less effective in a global marketplace in which companies have expanded access to the cheap land and labor, a selling point of rural America.

Increase in demand and shrinking budgets are putting intense stress on the United States' vast non-profit sector, in 2003 that make up about 6% of the economy. Many of the problems stem directly from recession, which forced millions of unemployed and uninsured to turn to charity but government spending, vital to non-profits is under continued pressure.
