A tune-up, not an overhaul
Article Abstract:
There are a number of problems with giving assistance to 'spontaneously created' membership-based civil-society organizations instead of directly funding elections in democratizing countries. It can be argued that, in the same way as election support, this approach creates unrealistic expectations, along with programmes that cannot be sustained when international assistance is no longer available. It is important to consider the cost of elections in democratizing countries in relation to both democracy goals and peace goals.

The cost of doing nothing
Article Abstract:
It is important to consider the cost of providing democracy assistance to countries creating a democracy. However, care must also be taken to assess the costs of not providing such assistance. The alternative to democracy can bring long-term costs, while democratization can bring long-term cost savings. It is vital to look beyond the initial period democratic transitions, thus avoiding making premature judgments about the costs connected with this new form of donor assistance.

Where East meets West
Article Abstract:
Many nascent nation in Eastern Europe have embraced democracy under pressure from Western public opinion, the UN, the World Bank and the International Monetary Fund. The success of democracy depends on its ability to adapt and the establishment of rigid western standards that are not applicable to the different political realities in the different countries will defeat the democratization process.
