Article Abstract:
It is important for the US to prepare carefully for the five-year review conference of the nuclear Non-Proliferation Treaty (NPT) in New York, NY, in Apr 2000. It is likely that discussions at this conference will focus on the failure of nuclear weapon nations to fulfill commitments made in relation to the 1995 agreement to extend the NPT indefinitely instead of acting on direct threats to the nuclear non-proliferation regime. To encourage the conference to focus on ways of strengthening this regime, the US must show that it will continue to honour and strive for early ratification of the Comprehensive Test Ban Treaty.

Testing the CTB regime
Article Abstract:
The Central Intelligence Agency (CIA) has finally admitted that the Nova Zemlya seismic event, which happened in the Arctic Ocean on Aug 16, 1997, was not induced by a nuclear explosion. However, CIA officials also did not identify this seismic event as one caused by a natural earthquake. Thus, this problem with the identification of the August 16 event has stirred doubts on the capability of the regime's international monitoring system in implementing the soon-to-be ratified Comprehensive Test Ban Treaty.
