Bargaining, financial, and political bases of federal sector unions: implications for reinventing government
Article Abstract:
A 1991 study by the General Accounting Office revealed major labor relations problems in government. Based on data on general schedule and wage employees represented by federal workers' unions, this study prompted Vice-Pres. Al Gore's call for increased empowerment of public employees. However, analyses of the political, financial and bargaining power of the three largest government labor unions reveal that these organizations are seriously handicapped in their representational capabilities, particularly because of the free-rider problem. Implications on empowerment initiatives are analyzed.

Public-private competition: a public employee alternative to privatization
Article Abstract:
Public employee unions have long opposed the idea of privatization. However, with the continuing transfer of jobs from the public sector to the private sector occurring at every level of government, public employee unions have begun championing an alternative to privatization, a system known as public-private competition. The competition practices of four large local governments in the US are examined to demonstrate the mechanisms of this system. A review of similar local government practices in Australia and the UK is also conducted to focus attention on alternatives to privatization.

Federal employee unions and Workforce 2000
Article Abstract:
An analysis of federal employee unions and legal implications of Workforce 2000 is presented. The analysis focuses on changes which labor unions may undergo given the economic and budgetary limits suggested by the regulation. It is shown that the law minimizes the power of unions for federal employees and their labor unions. Unions of the American Federation of Government Employees and the National Federation of Federal Employees are particularly affected by Workforce 2000.
