Elections in agrarian societies
Article Abstract:
The proportional representation (PR) system which found support in the recently concluded elections in Namibia and South Africa is yet to emerge as the most appropriate electoral formula in the rest of the African continent. Plurality elections based on single-member districts are more suitable for agrarian societies where most people are dependent on land. There is a weak connection between representatives and constituents in the PR system which largely diminishes the smooth functioning of democratic rule.
