Federalism and democracy: beyond the U.S. model
Article Abstract:
Federal states are more frequently associated with multinational democracies than unitary states, even though federal arrangements can present opportunities for ethnic nationalists to become active. Indeed, all longstanding democracies in a territorially based multilingual and multinational polity are federal states. The US model of federalism has prestige, but it does not appear to be of particular contemporary attraction for other democracies. It is likely that many of the new federations that could be created in the currently non-democratic parts of the world would be territorially based, multinational and multilingual.

Arab, not Muslim, exceptionalism
Article Abstract:
Differences in electoral competitiveness that appear when one divides the world's 47 "Muslim-majority" countries, which have Arab majorities, are stated. Arab countries, by contrast, constitute a distinctive political community that at present is inhospitable to competitive elections.
