General practice fundholding in the British National Health Service reform, 1991-1997: GP accounts of the dynamics of change
Article Abstract:
The reform of the British National Health Service, begun in 1990, involved general practitioner fundholding whereby these doctors accepted the government offer of fixed budgets for the primary care of patients on their roster. These fixed funds were supposed to cover the primary health care, the pharmacy costs and a limited number of specified secondary procedures. A survey of general practitioner attitudes to fundholding is given.
