Getting wired for peace
Article Abstract:
The Internet allows political organizations to wage war by having computer experts post information and propaganda about the groups. Governments find it difficult to control the flow of information over the Internet, which makes the medium attractive to rebel groups. Opposition groups from Peru and Sri Lanka have web pages and the leader of a Mexican underground group writes his communiques on a laptop computer.
