Article Abstract:
This article discusses US President Bill Clinton's visit to Vietnam in November 2000, the first time a serving US president has been there since Richard Nixon in 1969. Relations between the US and Vietnam have been improving since diplomatic relations were established in 1995, the first US ambassador to Vietnam since 1975 was assigned, and a bilateral trade accord was signed; according to the author, Vietnamese attitudes toward the US are more curious than resentful, but officials still remain cautious with renewed relations, particularly with regard to economic reforms such as trade liberalization, democratization and political reform.

The Clinton approach: idealism with prudence
Article Abstract:
President Bill Clinton has approached foreign policy realistically by tempering an idealistic stance on human rights with prudent extension of long-standing American interests. While some observers claim that Clinton must completely rework foreign policy, his pronouncements and appointments emphasize continuity rather than change. Clinton faces difficult choices in managing continued US involvement with Iraq, the former Yugoslavia and Somalia. Relations with the Commonwealth of Independent States, the Far East and Latin America present the administration with unique problems requiring continuity.

Article Abstract:
Despite some economic hurdles, current conditions in Vietnam seem promising for continued growth. Vietnam's leadership has chosen to take a cautious but positive path towards economic development. These positive steps include efforts to develop trade status with other Asian countries and the United States. Increased formal savings by the Vietnamese will likely depend on the success of proposed bank reforms. Full economic reform will likely lie in the hands of the younger generation.
