Article Abstract:
The second Legislative Council election in Hong Kong, held on Sep 10, 2000, gave the Democratic Party a decisive victory over the Beijing Democratic Alliance for the Betterment of Hong Kong. Improved civic education is necessary to prevent low voter turnout, poor electoral administration, and questionable candidate integrity.
