Helms asks administration to reject arms control treaties

Sen. Jesse Helms, the chairman of the Foreign Relations Committee, wrote to Sec. of State Colin Powell on March 12, 2001 urging rejection several pending treaties, including the Ottawa land mines Convention, the Comprehensive Test Ban, and the 1997 amendments to the Anti-Ballistic Missile Treaty.
