Holding the CTBT hostage in the Senate: the 'stealth' strategy of Helms and Lott
Article Abstract:
Senate leaders Jesse Helms and Trent Lott are actively blocking the ratification of the Comprehensive Test Ban Treaty that would serve as an effective deterrent to nuclear arms proliferation throughout the world. Helms, chairman of the Senate Foreign Relations Committee, has refused to conduct a formal hearing on the treaty with the full support of Majority Leader Lott. Their hardline stance against the pact undermines the leadership role of the US in international efforts to end nuclear testing and check nuclear proliferation.

Treaty on the Non-Proliferation of Nuclear Weapons

The treaty provisions are detailed for the nuclear Non-Proliferation Treaty. It was signed July 1, 1968 after being ratified by the U.S. Senate on March 13, 1969 and the U.S. president on November 24, 1969. The U.S. instrument of ratification was submitted at Washington, London and Moscow on March 5, 1970. The treaty was proclaimed by the U.S. president the same day and entered into force from March, 5 1970.

Damage assessment: The senate rejection of the CTBT
Article Abstract:
The United States Senate voted to reject the Comprehensive Test ban Treaty (CTBT) in October, which the Arms Control Association believes is a serious setback to arms control. The action will undermine the ability of the United States to pressure other countries not to continue or initiate nuclear weapons programs, and it is likely that China and Russia will resume nuclear testing in due course.
