Iraqi BW Program may be key to standoff with UN
Article Abstract:
The UN Security Council rejected the demands of Iraqi Pres Saddam Hussein for the discontinuation of the American UN Special Commission's inspections and verification activities of US-operated U-2 aircrafts as reports of UN inspectors show that they are close to discovering Iraq's biological weapons program. However, Pres Hussein still did not drop his demands, and has, in fact, threatened to shoot down the aircrafts and to turn away the UN inspection teams because of their inclusion of American inspectors.

UN Security Council approves arms embargo on Yugoslavia
Article Abstract:
The United Nations Security Council has agreed to impose an arms embargo on Yugoslavia following action by Serbian special police and paramilitary forces against ethnic Albanians in Kosovo, Yugoslavia. The Security Council has emphasized the importance of maintaining the Agreement on Sub-Regional Arms Control, and has also called on the parties involved to start negotiations without pre-conditions. An arms embargo has also been adopted by the European Union.

U.S. pledges to sign APL ban; lists conditions to be met first
Article Abstract:
The Clinton administration expressed its commitment to signing the Ottawa landmine treaty by 2006 if alternatives to anti-personnel landmines (APLs) and mixed anti-vehicle systems can be developed. The treaty prohibits the development, stockpiling and use of APLs. This decision signals a major policy change for the administration and will increase pressures on the Dept of Defense to develop alternatives to APL.
