Senate panels begin hearings on CTB Treaty and Stewardship
Article Abstract:
Two preliminary Senate hearings were held in October 1997 to discuss the issues regarding the implementation of the Comprehensive Test Ban (CTB) Treaty and the Stockpile Stewardship and Management Program (SSMP). During these hearings, key government officials testified that the CTB Treaty will improve US and international security while the SSMP has the capacity to attain its set objectives. However, the critics of these programs fear that the US will not be able to ensure safety and reliability of its nuclear stockpile in the long term without resulting to nuclear testing.

U.S. test-fires 'MIRACL' at satellite reigniting ASAT weapons debate

The US Army performed a test on its ground-based Mid-Infrared Advanced Chemical Laser (MIRACL) on Oct 17, 1997 by firing it against an orbiting US satellite as they want to examine MIRACL's effects on the satellite's sensors. This move by the US stirred international concern and criticism, particularly from Russian officials, because this activity may spark interests on developing anti-satellite systems, which can erase the general belief that space is a sanctuary for scientific, commercial and military activities.

False accusations, undetected tests and implications for the CTB treaty
Article Abstract:
The ability of the US to monitor compliance with the Comprehensive Test Ban Treaty (CTBT) has been questioned in light of recent events such as the Clinton administration's false accusations that Russia was testing underground nuclear weapon at Novaya Zemplya and India's surprise nuclear testing. However, it is argued that US intelligence remains capable of detecting underground nuclear weapons tests and monitoring CTBT compliance.
