Korea: triumph amid turmoil
Article Abstract:
Veteran democrat Kim Dae Jung won by a narrow percentage over the establishment candidate Lee Hoi Chang during the Republic of Korea's Dec 1997 presidential elections. Kim edged out Lee Hoi Chang, during his fourth attempt for the presidency, by a narrow 1.6%, representing 390,000 votes out of 26 million cast. Inspite of Korea's severe economic crisis, the election was observed to be the cleanest and the most transparent since presidential elections began in 1987. Ironically, Kim won the election due to an alliance with his longtime enemy Kim Jong Pil, founder of the Korean Central Intelligence Agency.

The Gambia: from coup to elections
Article Abstract:
Gambia's multiparty democracy was disrupted by an army coup led by then-Lieutenant Yahya Jammeh on Jul 22, 1994. The coup was organized by a group of officers, known as the Armed Forces Provisional of Ruling Council, who promised the country a new era of freedom, democracy, progress and accountability. The 1996-97 legislative and presidential elections in Gambia were held to promote a democratic transition from military to civilian rule. Unfortunately, the elections were greatly flawed and left Col Jammeh, the military head of state, still in power as a nominally-civilianized president.

Conducting Cambodia's elections
Article Abstract:
Some attitudes and activities surrounding the Jul 1998 National Assembly elections in Cambodia were misguided. Authoritarian leaders perceived elections as a mere tool in the war-based struggle for power, and the National Election Committee (NEC), which ran the election, made an error following voting day which led to political suspicions about its activities and an escalation of violence. However, the Cambodian people learned much about elections through the generally exemplary work of the NEC, and they must continue the learning process through organising elections wherever possible.
