Managing Competing Claims: An Ethical Framework for Human Resource Decision Making
Article Abstract:
Core personnel management selects, develops and evaluates people. The line manager today is asked to act on decision premises rooted in different criteria. The challenge today is to balance competing claims through management strategies. The three decision premises are identified and described. Here the manager's role is to ensure access to groups and ratifying agreements between competing leaders. The manager's role here becomes important. An ethical framework is offered to help assist managers in identifying issues. Managers must escape the image and act of paralysis. The human resource manager must be a self-consciously ethical decision maker.

Managing financial resources in the states: the role of computerized information systems
Article Abstract:
State governments have become more important in the overall administrative structure in the US since the 1980s as evidenced by their active role in local governmental policy making, planning and responsibilities. However, difficulty is foreseen in local government systems especially where funding is concerned. Computerized information systems can enhance the decision-making processes involved in public finance management if the managers are properly equipped with the skills necessary to apply new technology.

Efficacy, effectiveness and efficiency in human resource use: a primer on the three e's
Article Abstract:
An analysis of efficiency in human resource applications is presented. The analysis focuses on efficiency notions which have not always been interpreted properly for human resource decisions. It is shown that human resource decisions generate optimal results when technical, cost and allocativeefficiency are observed. Other ideas on human resource management which may just mislead should not be considered.
