Managing For Results in Arizona: A Fifth-Year Report Card
Article Abstract:
Change efforts are occurring in Arizona state government operations in response to policy makers' desire to manage for results and improve resource allocation. Strategic plans containing outcome-based goals and performance indicators are a means for educating policy makers and holding government programs accountable for results. Great gains have been made, that is, meaningful information demonstrating government program achievement is being reported, but there is still room for improvement, particularly in the area of reporting appropriate information in a usable format. The value of the information varies by user, although utilization to this point has been minimal. Suggestions for increasing use by streamlining the information that is reported, based on the target audience, are provided.

Using DEA Measures of Efficiency and Effectiveness in Contractor Performance Fund Allocation
Article Abstract:
In this article, the authors demonstrate how efficiency and effectiveness measures can be used to implement performance fund contracting in the Franklin County Alcohol, Drug Addiction, and Mental Health (ADAMH) Services Board. The ADAMH board contracts with a network of agencies that provide behavioral health services to more than 35,000 citizens annually. Using data on services provided, cost of services, and outcome indicators, efficiency and effectiveness measures were computed using Data Envelopment Analysis (DEA). These DEA measures provide a useful method of monitoring contractor performance and improving the contracting for services.
