Multilateral Environmental Agreements (MEAs) and WTO Rules: Why the "Burden of Accommodation" Should Shift to MEAs
Article Abstract:
The "burden of accommodation" should be shifted onto multilateral environmental agreements (MEA). The parties to MEAs should be able to prove to the World Trade Organization that there is a reason to intervene in a market and that trade measures are the best way in which to do so.
