It's not civil service, but leadership and communication: response to DeSoto and Castillo
Article Abstract:
Texas administrators W. DeSoto and R. Castillo concluded in their 1995 paper that the civil service system is significantly defective. They based their argument that public employees are dissatisfied with civil service on their study involving data from 61 civil service police officers and 59 non-civil service police officers. However, a more comprehensive study of police attitudes revealed a contradicting finding. It also showed that police attitudes are not defined by civil service but by leadership and communication skills.
