Protocol to the treaty between the United States of America and the Union of Soviet Socialist Republics on the reduction and limitation of strategic offensive arms
Article Abstract:
The US and the USSR-successor states of Belarus, Kazakhstan, Russia and Ukraine have signed a protocol to the Strategic Arms Reduction Treaty (START). The protocol considers the changes which have occurred in the former USSR and reiterates the commitment to make reductions in strategic offensive arms. The protocol recognized the role of all four states in the process and stated that the US will deal with each state as a separate entity no longer represented by Russia.

The US and Russia have agreed to make further reductions in the number of their strategic offensive weapons. The new agreement was formed within the framework of the Strategic Arms Reduction Treaty (START) and provides for additional reductions of currently deployed missile warheads. The additional reductions are to be implemented within the seven-year period after the beginning of the effectivity of START.

The summit between Pres Bush and Russian Pres Boris Yeltsin has resulted in significant cutbacks in the strategic nuclear arsenal of both countries. The US and Russia have agreed to destroy all land-based multiple warhead intercontinental ballistic missiles (ICBM). The US is to reduce its ICBMs by 72% while Russia is to reduce its forces by 73%.
