Russia ratifies START; Ukraine reaffirms conditions for approval
Article Abstract:
Rada, Ukraine's parliament, must ratify START in order for the treaty to be effective. The country has specific demands with regard to security, economic assistance and profits from uranium sales. The Ukraine is also upset that they have not received reimbursement for the giveaway of its nuclear weapons to Russia. Russia has already ratified the treaty but certain contingencies must be met before implementation. The five participants must all ratify the treaty.

Ukraine delays vote on START; U.S. offers incentives, warnings
Article Abstract:
The Ukranian legislature announced that it was shelving any decision on the ratification of the Strategic Arms Reduction Treaty, further clouding the prospects for its early implementation. Ukranian Pres Leonid Kravchuk stated that his country needed more time to evaluate ite provisions before taking any action. In response, the Bush administration issued a combination of incentivesand warnings designed to induce Ukraine to ratify the agreement.

Ukraine blocks tactical nuclear withdrawals after promising start
Article Abstract:
The transport of Ukrainian nuclear weapons to Russia for safekeeping has been postponed in accordance with a policy of Ukrainian Pres Leonid Kravchuk issued on Mar 12, 1992. Kravchuk feared that the weapons in question would be diverted from their destination and fall into other hands than those of the proper authorities. The Ukrainian president, however, assured the world that his country will ultimately become nuclear-free.
