Senate breaks new ground: approves test ban legislation
Article Abstract:
The Senate recently approved a measure providing for a total halt to US nuclear weapons testing by the year 1996. Under the provisions of the measure, nuclear tests would be suspended for the next nine months and the number and purpose of tests for the next three years would be limited. The House also passed a similar bill, and a House-Senate conference committee will convene to iron out the differences between the two measures. However, the Bush administration has said that it would veto the measure.

France announces testing halt; Congress debates similar measure
Article Abstract:
French Prime Minister Pierre Beregovoy announced that his government has decided to suspend testing of nuclear weapons for the remainder of 1992, putting political pressure on other nuclear powers for a comprehensive test ban. The Bush administration continues to oppose such a ban, saying that weapons which may be used need to be tested. Despite this fact, Congress is scrutinizing a proposed measure which would put a halt to US nuclear tests if the successor states to the USSR would do the same.

Panel calls for new war plan
Article Abstract:
An advisory panel to the Joint Strategic Targeting Planning Staff recommended changes in the US nuclear strategy in a report released last Oct 1991. The panel's report called for a substantial reduction in the US strategic nuclear arsenal and structural modifications to the Single Integrated Operational Plan. The panel also proposed the formation of a 'nuclear expeditionary force' to be deployed against potential Third World enemy-states.
