Small arms and light weapons: controlling the real instruments of war
Article Abstract:
The 1990s have been characterized by the increasing disintegration of civil society in many countries worldwide. The conflicts are caused by ethnic, religious and racial strife and involves governments, rebels, political militias, mercenaries and even criminal groups. One factor which has exacerbated the intensity of conflicts between and within nations is the global proliferation of light weaponry such as assault rifles, machine guns and mortars. International organizations should cooperate in the control of the production, supply and distribution of small arms and light weapons to prevent the spread of genocidal conflict and ethnic strife.

U.S. conventional arms transfers: promoting stability or fueling conflict?
Article Abstract:
The Clinton administration's efforts regarding US arms sales has found expression in Presidential Decision Directive 34 which was released in Feb 1995. The Directive aims to promote regional stability, but is silent on the need for evolving strategies regarding the supply of huge quantities of conventional weapons to dangerous and unstable regimes. The arms find their way to potential US enemies and fuel repression, terrorism and trans-border aggression. There is an urgent need to review and revise this policy to control the final destination of these arms.

U.S. to join 'Ottawa Process'; will seek changes to treaty
Article Abstract:
The US government has made a last-minute decision to join the final round of negotiations under the 'Ottawa Process' spearheaded by Canada. The US is seeking to influence the emerging draft treaty on a global, anti-personnel landmine ban by proposing a number of changes to the existing draft, including an exemption for the stockpiling and use of anti-personnel mines on the Korean Peninsula.
