The formation of climate change policy in New Zealand 1992-1995: the conlfict between international and domestic responses
Article Abstract:
New Zealand started to assess how climate change might affect the country from 1988, and had discovered by the mid-1990s that climate change could have a major impact on New Zealand. The Framework Convention on Climate Change was set up internationally and aims to stabilize greenhouse gas concentrations. This was later seen as insufficient, and a reduction in emissions was called for. New Zealand has called for stricter controls and at the same time has been fearful of the costs of energy efficiency. Forestry plantations are seen as a cheaper method of tackling the problem.

Trust in waste regulation?
Article Abstract:
Waste regulation implementation procedures foster personal trust between regulators and the sectors regulated. The cooperative approach being used in the UK is currently successful but this approach also fosters corruption. The absence of corruption in current practices is not adequately addressed by built-in safety measures. A measure that could replace the cooperative approach is the accommodative approach.
