The dilemmas of corrections and the legacy of David Fogel
Article Abstract:
The history of corrections shows the absence of any lasting conviction on the proper goals and management of a correctional system. Alternatives favored in one era are the subject of controversy in the next. Years of effort and massive expenditures have not led to any consensus. Correctional history is the history of dilemma. David Fogel, a 1980s criminologist, suggests new ways of thinking about the judicial system and points out that more psychiatrists will not help a system that seems arbitrary.
