Planning decisions should be made by local authorities in order to get the best result for people living in the locality rather than refer all difficult decisions to high authorities. Many local councils delay making decisions by passing on the case to the Secretary of State, particularly if there is opposition. Some local authorities try to avoid carrying out the government's house building policy by choosing controversial sites knowing the outcry in the area will force the involvement of the Secretary of State. Who will have to make the final decision and therefore take the blame.

How to calculate the true equivalent yield
Article Abstract:
Not all surveyors in the UK have the mathematical knowledge required to calculate a true equivalent yield (TEY). Furthermore, they may not be able to afford to purchase suitable software for doing so. However, there are several ways in which a spreadsheet can be set up to calculate a TEY on a straightforward reversionary freehold property. Once a spreadsheet has been set up, it is vital to test it against known data to ensure that it is accurate and calculating as anticipated.

Rule five of the Land Compensation Act 1961 is discussed, using several legal cases to site evaluate the matter. Standard compensation calculations are shown and include the value of existing site, reinstatement costs, repair work and additional costs.
