Article Abstract:
The European Commission believes that gap funding unfairly favours English regeneration projects over the rest of Europe and that changes need to be made. The programme was established to help non-commercial, beneficial regeneration projects which were likely to exceed the likely end value by bridging the gap between costs and value. It is unclear what will replace gap funding in assisted areas.

Issues concerning political and legal attitudes toward gap funding are discussed. Particular attention is given to the importance of gap funding for regenerating buildings and to legal aspects regarding types of buildings qualifying for gap funding.
